Deliverables:

• Canton: protocol changes so that it only reimburses protocol-conformant confirmation responses as described in CIP-104
• Splice: infrastructure to switch from the heuristic free confirmation responses to the protocol-conformant free confirmation responses.

Acceptance Criteria: MainNet is switched to only reimburse protocol conformant free confirmation responses.
