This issue submits a new Development Fund Proposal for review.

Summary

Canton SafeVault is a reusable capital control and risk management framework for Canton DeFi protocols. It provides a standardized structure for capital entry, ownership recording, allocation approval, risk restriction, redemption, recovery, and responsibility alignment.

The framework is designed as public infrastructure for the Canton ecosystem. It uses Canton-native mechanisms including Daml contract state, Party-based permissions, signatories, controllers, observers, multi-party workflows, and selective visibility.

Please review whether this proposal is suitable for submission under the Development Fund process and whether the proposed scope, milestones, and funding structure are appropriate.
