Rename canton console ref to console access

Renames canton-console-reference to more appropriately named console-access and updates all relevant links. Review of console-access shows the contents are oriented toward production operations with recipes to use the console.

Compliments global synchronizer IA ToC update as seen in branch gs-toc, but is not dependent on its PR.
