Supervalidators Weights on Ledger

This issue helps track work on replacing config based weights with on ledger weights for supervalidators' reward distribution.

Legacy tests replacement plan

On ledger weights will eventually obsolete existing config based system. This will require using new setup in existing test suites. We will have 4 phases of rollout for this change:

• Phase 1 - separate test suites
• Phase 2 - on-ledger weights under a feature flag
• Phase 3 - on-ledger weights as default
• Phase 4 - legacy method cleaned up
