To clarify: Digital Asset supports this interpretation, and it's my understanding that the other Super Validators support this approach as well.
I'd like to call out an implementation detail that was not made clear in the approved text of this CIP: it's my understanding from talking with various Super Validators, who voted in favor of this CIP
