Jan 2021daml-on-fabric only runs on Fabric 2.x (see GitHub - digital-asset/daml-on-fabric: Enabling DAML applications to run on Hyperledger Fabric)
Hyperledger Fabric Tools version 2.0.0 or greater
Fabric 2.x has some non-trivial breaking changes with respect to 1.4.x around chaincode lifecycle and the java SDK, among other things, so the DAML Fabric integration remains up to date and is tested with the latest released Fabric 2.x series rather than backward supporting the older 1.4.x version.
The same is true of the Canton Fabric integration, which also supports Fabric 2.x
