Rerunning and resuming ledger pruning

1. If a problem is encountered during pruning, can we rerun and resume the pruning task?
2. If the pruning hangs, can we kill and rerun the pruning again?

From @oliverse:

1. Yes pruning can be restarted as it is idempotent. It will not restart “by itself”.
2. The only way I am aware of killing pruning would be to take down the participant or domain. Afterwards pruning can be reissued per item 1.
