Daml 2.4.0 is released!

We have released Daml 2.4.0! Here are the highlights:

• Transaction latency has been reduced significantly (up to 5x for simple ping transactions).
• Improvements to the user experience and robustness of highly available Canton nodes.
• Canton Enterprise now has pre-configured resource limits by default.
• Daml interfaces are now in early access.
• Daml Finance is now in early access.
