Daml 2.10.0 LTS release

Daml 2.10.0 is a Long Term Support (LTS) release. An LTS release focuses on long term stability and is supported for multiple years. See LTS FAQ for more information.

Additionally this release includes

• GA for Smart Contract Upgrade (SCU) feature
• Tri-state Vetting feature compliments SCU by allowing a DAR to be unvetted in production
