Can Institutions Trust Canton If Daml Hub Becomes the Gatekeeper?

If Canton aims to become the trusted infrastructure for national banks across different countries, how can it realistically maintain sovereignty, regulatory compliance, monetary policy independence, and cross-border interoperability at the same time—without creating a hidden global dependency where one failure in trust architecture could silently affect multiple national financial systems at once?
