Using the Holdings Scan API for Explicit Disclosure

Is the info on https://docs.canton.network/reference/splice-scan-api/external/v0holdingsstate enough to construct the created event blob to use the holdings as explicit disclosure inputs to a transaction?

If so, how would I translate the output to the created event blob?
