Vote Proposal to adjust Traffic price on TestNet based on CIP42

   Hi,

   I'm about to create a vote proposal on TestNet to adjust the traffic price following CIP-0042 to $60/MB following last week’s proposal to adjust it on devnet to the same value which took effect yesterday.

   It expires Monday Jan 20th and takes effect Jan 21th 20:00 UTC. As a reminder, just like for devnet this is a call for action to the super validator operators as the rightowners already approved this change.
