MainNet vote to increase traffic price to $60/MB matching CIP 42

   I just created the vote on Mainnet with tracking id 00cbd9cd6005e288456e6344e6e6964fc95c0ff3f485eab088bb4dc4f2ced25a9bca1012205be92c3221401cbceb2afe80b1f67e507b85ed5538efcee96f96ffb24a32d498 which increases the traffic price to $60/MB matching the $1/CC transfer target from CIP-0042 and what we already use on dev and testnet.

   
   

   As a remind, this only requires action from supervalidator operators as rights owners already agreed to that through CIP-0042.
