Vote Proposal to add Elliptic weight to GSF SV based on CIP-0044

    According to CIP-0044 Elliptic is approved as a Tier4 SV with a weight of 0.5.

    The voting proposal is to increase the GSF minting weight to +0.5.

    Votes in TestNet and MainNet will be submitted to increase the GSF weight from 270000 to 275000.
