Switch weight of Digital-Asset-2 on TestNet back to 150000

   As part of the last testnet reset we accidentally reverted the weight of Digital-Asset-2 back to  140000. I just created a vote proposal on TestNet to adjust that with tracking id 00d15d798d2680ea78c08b84c2172800733d2cf48727d8918b6789c0c3743fb31cca1012206366856119a21d8261907a54f2ffe0a6f78569ae0de6888f3e5f18544971425f.

   It expires in two weeks on Wednesday March 19th.

   
   

   We fixed the issue in our configurations to make sure this does not happen on future resets and we added new documentation around network resets that includes instructions for validating that the weights do not change upon a reset.

   
   

   The configurations on mainnet and devnet already match this new value as does the approved-sv-identities file.
