    Cumberland DRW would like to introduce a new CIP to establish clearly defined limits on the total weight of all Super Validators that may operate within the network.  As previously discussed, this topic has been visited before to some extent in CIPs, this CIP would clarify governance mechanisms for limits going forward.

     

    We are ready to sponsor this CIP as is.  Please let me know if you have any questions, feedback or interest in endorsing this.

    Abstract

    • Revisit Super Validator limits previously discussed in CIP-0001
    • Replace all existing network Super Validator count/weight limits with a clearly defined weight-based limit on total Super Validator weight in the network.  Set this limit to 240.
    • For avoidance of doubt, make it clear that this limit may be revisited by future CIPs that successfully pass vote.

    Specification

    • Remove all previously established limits on the number of Super Validators operating within the Canton network including but not limited to:
      • Limits on the number of Super Validators
      • Limits on the total weight of Super Validators
    • Establish a new, clearly defined weight-based limit on the total weight of all Super Validators that may operate in the network.
    • Set this new weight-based limit to 240.
    • For the avoidance of doubt, this limit may be changed via standard governance procedures at a future date.

    Motivation

    • The Canton Network is a decentralized network in which Super Validators operate.
    • To support a vibrant decentralized network that grows in a thoughtful manner it should be open additional Super Validators joining the network but have certain controls in place including on rate of growth.
    • Previously CIP-0001 visited these matters, but in doing so did not clearly address this topic for the long term.
    • This CIP is meant to clarify the controls and introduce a mechanism to manage them.

    Rationale

    • By having a thoughtfully set limit that can be changed via future governance, the network can continue to grow at reasonable rate.
    • A limit on total weight will introduce some accountability for the those participating in the governance that may increase Super Validator weight in the network.
    • Super Validators are no longer defined by tiers.  Basing the limit on weight rather than count or tiers recognizes the current practice for Super Validators.

    Thank you Chris. Just for me to better understand the rational for changing, could you please clarify what is the drawback with the current solution?

    If possible, also give an example how the change would impact a current SV?
