[devnet] Vote to align featuredAppRewardCap and optValidatorFaucetCap with CIP 48

   A user noticed that the values on devnet don't align with CIP-0048 and the values we have on test/mainnet It looks like this got reset on the devnet reset in March before we had the right infrastructure in place to check that values get preserved on resets.

   
   

   I created a vote to align them again with tracking id 00b431698085724ed3deb31c5cd10940e69d626dd8df02e7d5d12ba8fba2f061e8ca111220fd2996cae49305354abb4582d9b806acdaaeff03be10bfa9afd6de9662afd767.
