CIP-0058: Add IntellectEU as Weight 1 SV

   Through a vote of the Tokenomics Committee after a review from others it is confirmed that IntellectEU has completed the milestones listed in CIP-0058. This includes a new UI for the Super Validator Governance app, new backend logic to automate votes approving mints from escrowed SV rewards, and updated Daml models. These changes have been reviewed, approved and merged into the Splice repo, and will be available for Super Vaidators to adopt on DevNet in the next available release of Splice. The new features also support general minting of Canton Coin from the Unminted pool. 

   
   

   In addition, IEU has demonstrated a script that will allow the GSF, and the Tokenomics working group specifically, to calculate the SV rewards escrowed into the unminted pool on behalf of a given SV rights owner for a given milestone and time period.
