Copper: Change of Featured App PartyID

   Copper will change the PartyID for its featured app.Copper is currently using the following PartyID for its featured app (the current PartyID):55b1197e-6929-461d-b6bd-94c6f0eab057::122038dd7fcbdd68bde47034abfd582cbe38854d94dec10c18a7589706914e2b6e61Copper will change to this new PartyID for its featured app (the new partyID):23d169c2-0909-4c70-81d1-1922de6febaa::12202ba1ca9f3578e7fa2fdd1517a40d553621dbdee4227d0a37022591abae821ef3
   SV Operators shoudl create two vote proposals:Proposal 1: Feature the new PartyID. The vote to feature this new partyID should take effect on the default cadence of 1 week for votes, and 1 day for the approved vote to take effect (8 days total)
    
   Proposal 2: Unfeature the existing PartyID, with effectivity 4 full weeks / 20 business days after the new PartyID becomes effective.
