Vote Request to upgrade Daml Models (release 0.4.13)

   Following the previous topic, on the DevNet, we need to vote only for the change to dsoGovernance, as all other Daml models were already implemented by a previous proposal.
   The list of Daml versions from the release notes:

   DevNet vote ID 0068980a88155adb79033cf7883ec65dd0997120ee099325fa62e4b1c03374a245ca111220bbdc2e50968f3b26e4148dce8cd5ba320beea22d9d9971545e4c9824851cdf8e is a bugfix only.
   
   That vote becomes effective at the threshold.
