   According to CIP0067, before allocating the full amount of unclaimed rewards, we need to have at least one successfully completed de minimis-sized transfer from the unclaimed pool to the designated Global Synchronizer Foundation address.
   
   On the DevNet, we propose to allocate 50,000,000 CC from the Unclaimed Rewards Pool to GSF-validator-1::12203b389175d5d9a67a443078b3867fb179fc730d5dfb6aca3c509c37e926a6e24b
