    NO UPGRADE ON TESTNET NEXT WEEK
    Testnet will not upgrade October 6th, due to a scalability problem identified on DevNet in Splice 0.4.18. MainNet will not upgrade on October 13th for the same reason. 

    TestNet will upgrade from 0.4.17 to 0.4.19 the on October 13th
    MainNet will upgrade from 0.4.17 to 0.4.19 on October 20th.
