[testnet] Vote to set CC fees to zero

Hi,
I created the vote on testnet to set fees to zero with tracking id 0015a680fa38ca39e534ac8cc705518838c801605aff998ab051575efe1641e7c8ca11122090fd5c83dfda0ea3c0b990f3efe50aab317067a1b7a15fb53ec7d09d36aa3c26.
With the testnet reset, this unfortunately got delayed by a day compared to the original plan. I adjusted the schedule to reflect this.
