Vote to bump ACS commitment reconciliation interval to 12h

    Hi,
    As discussed in the SV ops call I'll create a vote on DevNet in a few minutes to bump the ACS commitment interval to 12h and on TestNet and MainNet a day later each to work around the fact that ACS commitments block transaction processing until 0.4.20. 

    Given that this is solving a concrete issues that applies to mainnet now that is somewhat urgent., this will be effective at threshold.

    Vote on DevNet is created with tracking id 0024d02abb6df7a4c60344e44942455537708fcc416d9b616c342eae47413fc9aaca111220e834b1ff6798bc2200dd15e91cd50d48802746df04d05de3395d3e25752ee9b1. Note that the SV UI seems to render the diff confusingly, the on-ledger state looks correct though which is what matters in the end.
