   • There will first be a Testnet de minimis mint for the Foundation to verify that the end-to-end minting process works correctly after the recent testnet reset, which set all unminted balances to zero.
   • 10 CC will be minted to confirm that allocation creation and mint mechanics function as expected. Once verified, the results will be shared with voting members.
   • Afterward, the same process will be repeated on mainnet with another 10 CC test mint to confirm successful execution. Upon collecting confirmations, the Foundation will proceed with the second allocation mint of 1,617,843,619.79 CC.
   • The total Foundation allocation, as independently computed by Cumberland and IEU, is 1,617,843,629.79 CC.
