Vote to reduce ACS commitments back to 30 minute intervals - TestNet

   DA-2 has created a vote proposal to set ACS commitment intervals on TestNet back to 1800. The vote is set to take effect on threshold as it is reverting another vote (that was also on threshold) that could introduce more issues, hence considered a bugfix.
