MainNet: Vote for synchronizer migration to Splice 0.5.1

   I just started a vote for initiating the 0.5.1 major upgrade on MainNet (Dec. 10, 14:00 UTC).
   
   

   The vote itself has a regular expiration/effectivity, so the migration schedule will be recorded on the DsoRules in 8 days from now.
