[testnet] Vote to adopt Daml models from 0.5.11

   Hi,

   Following the vote on devnet last week, I created the vote on testnet to adopt the Daml models from 0.5.11 containing the Daml efficiency improvements.

   
   

   Tracking id is 0096dcc8c62a4a9597c8b882c8fa3b0e9a22374ff5dba594fda684104363189979ca1212203c42657b1692003515bec6b2e1194aad4befadfc3b18a9fc3b3368e01879ccf2 and as usual it expires in a week and takes effect one day later.
