[mainnet] Vote to adopt Daml models from 0.5.11

   I created the vote to adopt the Daml models from 0.5.11 containing the weighted markers and more efficient conversion on mainnet with tracking id 003c60fe4cb743e51ec56b04fd97fde54483689e8cd5c16f81de6206e7c032d7ceca121220b194287309613106742e180100d189ff5457b7078a76cd8032624b014deca5f8.

   This got postponed due to an issue in the automation which is fixed in 0.5.14 which is planned for the upgrade today.

   Expiry is the usual 1 week and effectivity a day later.
