(Re-)Introducing Cantool ahead of the committee vote

Ahead of the grant committee's vote on PR #77 (Cantool), I published a blog post laying out the broader case for the proposal. It covers what Cantool is, what scope it covers, why it's structured as an independent tool, and how it fits into the application-developer surface that the 2026 developer survey identified as the most pressing gap in the ecosystem.
