[devnet] Offboarding of broken MPCH node

- Hi,I'm creating a vote for offboarding the broken MPCH node on devnet as the broken node increase latency for everyone and makes devnet hard to use. MPCH reset their node and is trying to reonboard so there is no chance of that existing node ever becoming healthy again and the offboarding does not block the reonboarding attempt (which is currently blocked on not all SVs having adopted the latest weight).
