[devnet] Vote to adopt Daml models from 0.6.1

   I created vote 005a5d969e467aa03238987250ff7fcd557a10c52b1cd4f91120147599f50c4085ca121220464800ec2a97029eceba89c790216cc12ad92316339c1c0db563ab93eed279d4 to adopt the Daml models from 0.6.1 which include support for voting on LSUs (note: this accidentally isn't mentioned in the release notes).

   
   

   Expiry and effectivity are the usual 7 and 8 days. Note that the CIP has not yet been accepted but we need this for the LSU practice on devnet. We expect it to be accepted before we vote on this on mainnet.
