[mainnet] LSU to PV 35 vote

   I created the mainnet vote for the LSU to PV 35. Expiry is the usual 7 days and effectivity 8 days.

   Tracking id is 0014ff31e4fd4114f997ef84e39f55081e37bfc5b63c441a1efac936bc5b88aaaaca121220554a0792132f3a84109782cb081623e80ceb6fc6adc59b05152edd2324c6a1bc.

   
   

   Note that due to a bug in the SV UI I had to set the reconciliation interval from null explicitly to the default value of 30min as it otherwise fails to create any vote that changes dso rules. Given that this matches the default this is not changing anything and it also matches what we already have set on dev and testnet.
