TestNet: coming vote to nullify LSU values

   In order to (temporarily) support unfeaturing very old party IDs, we are planning to ask all SVs to:

   
   

   - Nullify the LSU optional values, to allow downgrading to versions of dsoRules that predates those optional fields

   - Disable auto-unvetting of daml models

   - Manually vet the older versions that the stale validators have vetted

   - Wait until automation unfeatures the party

   - Re-enable auto-unvetting

   
   

   We will test this (except for the actual unfeaturing on TestNet to confirm that nothing breaks with these temporary changes).

   
   

   I will therefore create a vote shortly to nullify the LSU optional values. Since we consider this entire process a bugfix intervention, to unblock the automation of executing completed votes, all related vote proposals will be with threshold effectivity.
