Seeking a champion for our first Dev Fund proposal (PR #518) policy-governed stablecoin payouts

I'm Lynn from Quack AI. We're new to this list, so first of all, hello, and thank you for having us.
We recently submitted our first Development Fund proposal (PR #518), and per CIP-0100 it needs a Tech & Ops Committee champion before it can enter review. Honestly, we're still new to this community and don't yet know who the right person might be, so we wanted to ask here openly. Any guidance would mean a lot.
What we're proposing, in short: open-source (Apache-2.0) Daml primitives for rules-bound stablecoin payouts. They connect an on-ledger event (a NAV update, a coupon date, a redemption request) to USDCx settlement, with the spending rules (limits, allowlists, time windows, approval holds) enforced by the ledger itself. It's the layer we kept wishing existed while building on Canton, and one that every issuer currently has to rebuild privately.
With the x402 payment rail now live, we feel the spend-governance layer above rails like it is a natural next piece, and we'd love to contribute it as a public good.
On our side: we've already shipped this exact pattern in production on EVM (live across 12 mainnets, a real on-chain settlement triggered by a RedStone NAV feed, independently audited, fully open source). So the grant would fund a native Canton port as a reference implementation other teams can adopt, rather than new research.
