Seeking a champion for our Daml Language Server Modernization dev fund proposal (PR

   Hello, my name is Heitor, I am working for Serokell OÜ and I recently opened our first dev fund proposal (https://github.com/canton-foundation/canton-dev-fund/pull/531).
   
   The proposal is about forking HLS (possibly version 1.8.0.0) and adapt it on top of Damlc, modernizing it beyond the 2019 Ghcide fork (adding rename, references, semantic tokens, etc.) and also develop a Vim/Neovim plugin. The PR was auto-closed pending a champion.
   
   Could someone from the Daml tooling SIG, or anyone else able to champion it, take a look at the proposal and let me know if they're willing? Happy to answer questions or walk through any part of the proposal directly.
