Blockdaemon has completed its deliverables for its SV Rewards set in CIP-0094.

This voting proposal is a de minimis mint to verify that the end-to-end minting process works correctly. 10 CC will be minted to confirm that allocation creation and mint mechanics function as expected. This serves as a test prior to executing the first milestone mint for Blockdaemon under CIP-0094. This approach was already in use by GSF: https://lists.sync.global/g/tokenomics-announce/message/245
