Notes for Reviewers Phase 1 (~$100K USD) is fully scoped with named delivery partners — IntellectEU (Design Phase + Canton go-live) and Gravity/Will Lee (Ryd AI, Intel Layer, Workbench). Phase 2 Daml reference implementations scoped after IEU Design Phase Report — committee receives fully costed Phase 2 proposal before any Phase 2 funds released. Technical champion: IntellectEU.
