Proposal: Canton Agent Execution Layer (CAEL)

Proposal for CAEL: open-source policy-driven execution, skills infrastructure, and agent payment protocol for Canton. Three components: Maria on Canton, Arsenal Canton Skills, and Canton 402. Total request: 1,623,000 CC (~$250K) across 4 milestones, Q3 2026 to Q2 2027.

Updated 2026-06-11 after champion review feedback: every milestone now carries explicit adoption KPIs alongside deliverables, proposed SIG labels are declared in the proposal header (financial-workflows-composability primary, plus canton-apis, wallet-apps, dapp-integration), and the wallet and custody integration plan is specified (external-party signing, Canton Wallet Gateway, with Fireblocks, Blockdaemon and Dfns signing drivers).
