Summary

This PR submits a Development Fund proposal for daml-u256, an open-source and audited U256/fixed-point math library for Daml. It is intended to unlock safe implementation of EVM-style DeFi arithmetic patterns on Canton, including exact integer math, overflow-safe mulDiv, and fixed-point utilities needed by protocol-level applications.
