This proposal is intentionally operational and upstream-collaborative: it complements CIP-0089 and LSU work rather than redefining protocol versioning or becoming a general-purpose validator ops platform. Reviewers should pay particular attention to the external-dependency carve-outs around LSU upstream review, Splice timing, and Super Validator design-partner participation.
