Summary
This proposal is the second of a two-proposal sequence covering CIP-0105 Phase 2 and CIP-0116 on-chain enforcement. With the design and initial Daml model settled under the Design Phase proposal, this Implementation Phase proposal commits to implementation, Mainnet deployment, and post-Mainnet ownership against a known technical baseline.
