Proposal: Quack AI Policy-Governed Stablecoin Payment Primitives

Open-source Daml primitives for policy-governed USDCx settlement: rules-bound payouts (limits, allowlists, time windows, approval holds) for RWA issuers and Canton apps, filling the gap between an on-ledger data event and settlement.

The same pattern is already shipped in production on EVM (real on-chain settlement, independent audit, open source). This proposal ports it natively to Canton (Daml, explicit disclosure, Token Standard).
