Summary

This proposal seeks funding for the second phase of the Decentralization Manager roadmap, extending the production-validated, open-source tooling that Grant 1 contributed to the Canton ecosystem. It funds three new capabilities layered on the Grant 1 foundation: a generalized Reward Engine that routes CIP-104 traffic-based Canton Coin app rewards to governance-configured beneficiaries via two selectable settlement modes; Decentrally Hosted External Parties, letting an application (e.g. a wallet provider) onboard a sovereign, threshold-hosted external party across independent validators without the end user running a Canton node; and Add/Remove Member from a Decentralized Party, a governance-driven membership lifecycle for live parties with an on-chain audit trail. The Reward Engine is additionally security-audited before release. All three capabilities are released under Apache 2.0.
