Summary

This proposal tackles a bottleneck in the Canton Network: dApp developers can't easily get their DAR (Daml Archive) packages hosted by node operators, because there's no standard way to verify a DAR is safe, matches its audited source, or has its dependencies resolved. Node operators currently rely on manual, ad-hoc trust judgments, which doesn't scale and has already caused real failures (e.g., a missing Splice dependency breaking a MainNet deployment).
