Summary
KRO Brokers — General Members of the Canton Foundation operating our own validator node (KRO-Mainnet-1) — propose deploying a Safe Harbor macroprudential stability layer across the Canton Network. The layer provides a pre-trade circuit breaker that places a 1:1 human-in-the-loop validation gate over autonomous AI agents executing financial transactions, isolating algorithmic anomalies at origination before they reach the settlement layer. It also operationalizes on-chain the open-source Data Governance Exception Policy Standard published to the tech-ops list on 29-Jul-2026.
