Add Raphael Spannocchi (CEO and founder Anode.GG) to governance SIGs

This PR adds me, Raphael Spannocchi, the CEO and founder of Anode.GG, a DAO governance consultancy, to the following Canton Special Interest Groups:

• Decentralized Attestor Pools / Decentralized Autonomous Organizations and MultiSig
• Onchain Governance Modeling

Anode.GG specializes in governance design, research, operations, and facilitation. Our contributors have worked with Maker, NEAR, Aave, Reserve Protocol, 1inch, RARI, Rootstock Collective, and others as grant managers, governance designers, and delegates.

I would like to contribute to Canton by reviewing relevant Development Fund proposals, helping teams develop clear governance requirements and acceptance criteria, and sharing practical experience with delegated authority, committee structures, proposal lifecycles, and multi-party decision processes.

This PR is only a request to participate in the SIGs; it is not a funding proposal.
