Summary

The European Green Deal is the EU's growth strategy for climate neutrality by 2050, and its investment pillar set out to mobilise at least EUR 1 trillion of sustainable investment over the decade. Most of that has to be raised in capital markets, and green bonds carry the load: Europe issued about USD 256 billion of green bonds in 2025, roughly 55% of the global total

A market that size cannot run on self-declared greenness, which is what Regulation (EU) 2023/2631 fixes. The European Green Bond (EuGB) designation requires proceeds allocated to EU Taxonomy-aligned activities, a pre-issuance factsheet subject to independent review, allocation reporting until proceeds are fully allocated, at least one impact report, and external reviewers registered with and supervised by ESMA. That is a materially higher evidence and reporting bar and it is the label institutions recognize.

This proposal funds the artifact that is missing today: an Apache-2.0 reference implementation of the EuGB evidence lifecycle
