Summary

This proposal moves SV Right Owner management - reward weights and beneficiaries - from off-ledger SV node configuration onto the Daml ledger, where today a node's on-ledger weight is only the combined total of the right owners it hosts. Putting right owners on-ledger makes reward allocation publicly auditable, lets weight updates proceed in parallel instead of serially, and allows right owners to manage their own beneficiaries without a vote of all other SVs.

Notes for Reviewers

This proposal was reviewed in full at drdo/canton-dev-fund#1 and approved by @moritzkiefer-da on 2026-08-10. One commit was made after that approval: repricing the CC amounts at the current USD/CC rate with the USD value unchanged, merging the M3 payment into M2, and updating the champion field and status.
