Summary

Zenith DeFi protocols each rebuild collateral-factor, cap and liquidation-threshold management from scratch. This proposal ships open-source risk-parameter primitives as public goods: an on-chain registry with governance and timelock, plus Solidity and DAML reference implementations, generalized from risk infrastructure proven in production on Compound. An off-chain simulator and a self-hostable dashboard are scoped last as optional tooling; nothing is operated by Woof as a service.

Notes for Reviewers

SIG: DeFi Protocols & Liquidity. @Ian-avro and @gabitu7, we'd value your review.

@Ian-avro reviewed an earlier draft (forum post). His comments led to a substantive reframing: open primitives and reference implementations instead of a product, tooling made explicitly optional and delivered last, and a DAML reference example added.

Positioning. This is parameter management: the governance and timelock layer around collateral factors, caps and liquidation thresholds. It is not risk scoring or monitoring. It sits below rating work such as Staking Rewards (#131), beside counterparty and security monitoring such as Hacken (#302), and consumes rather than competes with oracle proposals such as RedStone CAPS (#497) and Kaiko's Oracle Data Standard (#113).

Already on record. Tokenisys stated public interest in integrating on this infrastructure, naming two of their own products (forum post).

Champion: open to any member of the DeFi Protocols & Liquidity SIG or the Tech & Ops Committee; outreach in progress. Happy to walk anyone through the draft.
